Market Square Arsonists (two, dark-clothed)

Two dark-clothed figures who used crude incendiary devices (Molotov cocktail-style jugs) to set market stalls ablaze during the pre-dawn raid — apparently coordinated with the simultaneous raft attack on the Toll House strongbox. Deliberately started at the far end of the stall rows, away from Ledger and the Greasy Spoon. Disappeared before the party could confront them; no one saw where they went. Suspected Vance network operatives but not confirmed. Fate unknown.
