Petty, out-of-shape town constable whose uncle is the town magistrate of Splinter's Bend, giving him nepotistic protection within the town walls. Emboldened by this protection but rarely ventures outside the gates. Was harassing Skrit unprovoked. Was publicly humiliated by the fish-birth incident and has sent tracking hounds after the party.
Session 02: Did not appear in person. His initials CBP were engraved on the metalwork of all three tracking hound collars, confirming he owns the dogs and that the tracking operation originated with him. Hound baying was audible from camp in the early night before fading, then the dogs returned at pre-dawn directly on track. The magical tracking amulet bearing his engraving was destroyed by the party, eliminating that method of locating them — though the dogs' return to him will confirm the party's last known general area. Wickett attached an unsigned handwritten note to the last departing dog; contents unknown.
Session 04: Did not appear in person. A payment ledger found in Silas's locked desk at the Cupped Axe confirms Silas has been making regular payments to Plum specifically to keep competing supply caravans away from Waymoot, cementing the financial and conspiratorial connection between the two.
Session 05: Not present. The payment ledger taken from Silas's office confirms ongoing payments from Silas to Plum, providing physical evidence of their connection.
Session 06: Named in Silas's ledger as a recipient of payments. Harold recognized the name when reviewing the ledger and has sworn to investigate. His involvement in the Vance corruption network is now formally on record with the Kingsguard.
