Mentioned in whispered market gossip overheard by Wicket at Thornwall Fords. Identified as a Vance supply waypoint on the Starwater River — 'everything the Vances move on this river sleeps a night at the old Redwater Mill.' Location relative to Thornwall Fords not yet confirmed; likely upriver.

Session 09: Now confirmed to be the same site as Redwater Shallows. Petra reported tracking the two river fugitives to a raft camp here — approximately a half day upriver from Thornwall Fords, approximately 20 men, toll chains for blocking rivers, and tally-mark logos on everything. Captain Stout confirmed she has long suspected the location as a ruffian stronghold but has never been able to gather reliable intelligence on it.

Session 11: Referred to at the table only as 'the mill upriver' — not named on the record this session, but presumed to be the Old Redwater Mill from prior sessions' gossip and scouting. Confirmed by prisoners as the raiders' point of origin: ~20 workers load and unload crates and barrels they are never allowed to inspect; no password ('we know each other'); Kreel is the foreman. Stout: 20 men work for pay, one works for fear. Pickles: it is 'the place where the ropes are,' she cannot think clearly in that part of the river, and other animals are held there in conditions like hers. Travel time: a full evening and into the morning by river, roughly two and a half days overland. The party is now traveling there by raft with Pickles pulling.

Session 12: Confirmed as the operational hub of the Vance network's river operation. Large mill building on the party's side of the river with a water wheel, primary dock jutting into the river, and a sluice trail. Upper tower uses a mirror-aimed searchlight to scan the water. All window lights were extinguished upon the alarm being raised. Has a corral out back for animals. Vaela and Ledger were escorted inside by a sentry at Sela's direction. Sentries wore cloth chest-pieces bearing the Tally Mark and Antlers logo — explicitly described as not uniforms. Tally Mark and Antlers branding dominates all riverside structures in the approach.
